Fatal error - transaction manager failed to start.

Inventor fails shortly after start with the error message "Fatal error - transaction manager failed to start". Check your access rights in the folder specified in the key C:\Program Files\Autodesk\Inventor 2013\Bin\Inventor.exe:ScratchDir (in the Registry: HKEY_CURRENT_USER\Software\Autodesk\Inventor\RegistryVersion17.0\System\Preferences\Transactions\).

By default this key is set to C:\Users\username\AppData\Local\Temp\ but if this user has no write access to this folder or when the setting points to a folder with no write rights, Inventor fails with the specified message.
