One of the functions available in the free "web-cloud" version of AutoCAD - AutoCAD WS - is the PLOT function. It covers also plotting to the PDF and DWF file formats.

So if you need to convert your 2D DWG drawing file to PDF or DWF, just upload it to the AutoCAD WS server and use the PLOT button to plot it to a downloadable (local) PDF or DWF file. You can contol scale, appearance and other parameters of the conversion (plotting).
