Q - question

How to influence the hatch pattern start point?

A - answer If you want to move the hatch pattern origin relatively to the hatched boundary, set the SNAPBASE variable before hatching.

The hatch pattern origin is also influenced by the UCS origin - so you can also temporarily move (define) a user coordinate system.

Since AutoCAD 2006 you can set hatch origin individually in the hatching command.
