If you want to move the hatch pattern origin relatively to the hatched boundary, set the SNAPBASE variable before hatching.

The hatch pattern origin is also influenced by the UCS origin - so you can also temporarily move (define) a user coordinate system.

Since AutoCAD 2006 you can set hatch origin individually in the hatching command.
