How to align a raster image to an existing vector drawing?

A - answer You can use e.g. the ALIGN command.

More detailed adjusting (transformation) and georeferenced raster images can be processed in the Autodesk Map and Autodesk Raster Design (CAD Overlay) products (or with the GeoRefImg utility).
