Entities of an inserted block are offset against their original position.

A - answer Coordinates of the block (or xref) insertion point may be other than 0,0,0. The position of the reference point for block insertion is defined (in the block) by the INSBASE variable or by the _BASE command.

Check also whether the block is inserted (in the target drawing) to the world UCS, to proper space and to coordinates 0,0,0.
