Set up an existing workspace the way you want then click on the workspace icon (the "gear") in your Task Bar then select "Save Current As".  Give your new workspace a unique name.  Done.

What program were you asking about?

Let me see if I understand you.  You are actually using AutoCAD 2012 with the Plant 3D enabler is that correct?

Well then creating a workspace is exactly as I previously mentioned.  The fact you are using an enabler has nothing to do with workspace creation.  Enablers allow users to see objects created with an AutoCAD vertical product which in your case is Plant 3D.  It may or may not have something to do with the blocks you can't seem to see in 3D.  When you brought the blocks over from Plant 3D did you explode them?

I have no idea what you are doing wrong.  Unless you were to share a drawing with us it would be difficult to say what the solution to your problem may be.
