SCALE command is one option.

Hello rosalieblach, if you take a look at the settings in DDUNITS of each of your files ( the one in wich you want to insert and the ones that you want to insert ) there shouldn't be any problems provide that you use the command INSERT and not copy/paste.
Set your drawing in your unit : inches, feet , millimeters , meters etc...
Check the REAL unit of the files that you insert ( some of the files here in the site are drawn in one unit and declared in an other, do a test on one dimension for a check ), eventually do the correction before insertion and AutoCAD will insert it at the right scale.
If not OK, select the block and modify the scale for example with the properties palette ( CTRL+1 ).
With the command ALIGN you can modify the alignment of an object in 2D or 3D and scale it automaticly ( last option of the command ).

Open your block in AutoCAD. Press ‘Ctrl+1’ and open Properties palette. Increase the Value of Scale X, Scale Y and Scale Z fields. Block length will be increased by increasing the value of Scale X, block width will be increased by increasing the value of Scale Y and elevation height will be increased by increasing the value of Scale Z. You can resize your each block in this manner.

Resizing a block by the individual X, Y and Z parameters is not the most efficient method.  Best to follow philippe's suggestion.

Hello everybody, on the other hand teslaoutsourcing method can be used in some cases.
If you make a block ( with or without the selected option of exploding it or not ) you can make desired distortions of it.
The option of not exploding it will keep it safe.
The option of exploding it will allow you exploding ( or ncopy some parts of it ) and get distortioned elements.
A block made of a circle that you give different X and Y values will be tranformed into an ellipse if you explode it or not.

converting them to dynamic blocks and assigning parameters can also help!

First.  There was no mention of scaling the blocks in a non-uniform manner.

Second.  It would be a waste of time converting them to dynamic blocks.  It's merely a matter of the wrong insertion scale.  Solve that problem and everything else is moot.
