I am getting an error message in 2015LT that stage the DGN file needs to be version 7 or 8.
How do I get this DGN file into my 2015LT drawing?

What is the exact error message? Any DGN v7 or v8 file should work. 99% DGN files are v7 or v8.

I'd be careful about this as Microstation brings a lot of linetypes (and maybe fonts?) along for the ride that tend to make the file size of a DWG file balloon out of control.

With versions 2015 you can get rid of these additional linetypes (if they are present in the DGN) using the -PURGE command.
