Dear All
i just Update my Window from 8.1 to WIndows 10
Afer That My Autocad 2013 is not Working error is showing Like That

"The security system (soft lock license manager) is not functioning or is improperly installed"
Please I need Help Regarding This Problem

Please do not double post it just causes confusion.

You will have to do a clean uninstall / reinstall of AutoCAD.  The procedure detailing the exact steps to take can be found on the AutoDesk website.  Follow them exactly or the problem will persist.
