I am in need of a solution.

We manage a large Irrigation District. We have a AutoCAD File w/ a geo-Ref'd map, with the approximate locations of our pipe and the polygons which represent the original design sheet / views (pre-CAD). We also have a server with project files that we have completed and many other contractors in and near our pipelines.

We have been logging a spreadsheet for every file we have in the server that indicates the file location and which sheet polygon it would impact.  It still needs a lot of work and it is very time consuming to research and find refering files then locating them all of them.

I would like to make each polygon (sheet view) "smart" in that if I select it. It will search for all files that may impact that area. I am find with just a windows file explorer box with results opens up with all the impacting files.

Can it be done by creating a search sting that is activated when the polygon is clicked?
Can all these files be "tagged" like social media has been pushing so this "smart" polygon can find all "tagged" files, whether dwg, pdf, doc, etc etc?

Any thoughts or ideas / improvements to my idea would be helpful. much of the data is archaic so easier the better.
