I am having issues figuring out how to apply a roman ogee routed edge to a wooden panel.

Draw the cross-sectional shape of the profile, and draw the edge of the panel as a path of some kind [Polyline, Circle, Ellipse, Spline], and use SWEEP, or EXTRUDE with the Path option.
