I am running Lt and need to know if there is any way I can get a block count to run.......my guess is Lt will not let this occur

You can use command
QSELECT, there in the dialogue choose Block reference and type or select (depend on version of cad) a name of block (beware of case sensitivity), and it will select them in the drawing or in the selection, if you have, and write a count at commandline or in properties dialogue.

You can also use
ATTEXT to extract the block information to a text file.
Alternatively, you can simply run the "Report blocks" function from the add-on application Xanadu LT Extension.
