Eventhough we have visretain on viewport layer states are not being retained. Any clues or things to try?

well what changes did you make to the viewports? are you using freeze/thaw on/off and did you accidentally change the whole drawing please give more info.

We are going into the viewport and freezing layers and even with visretain on the frozen layers are back on when the drawing is reopened.

you are using xref's correct?

well how do you have your xref's inserted, if they are attachements, and you have multiple nested xref references then the layers can get kinda funky. using overlays should fix the problem.
