Is there any inbuld facility in autocad to digitize automatic Raster to vector in autocad 2000i.
 
That can save time.

Cad Overlay 2000 is what you are looking for (an add-on for Acad2000).  It was a great program which I just don't understand why Autodesk, first bought it and then dropped it.  With it you could scan an drawing, bring it into Autocad, then automatically trace over the objects leaving lines and plines while deleting the the raster lines at the same time.
