Can somebody advise suitable programme for labeling of Plines in a plan with landmarks and labeling of longitudinal sections

Not sure what kind of labeling you'd like-
What are the "plines in plan" - contours, outline of objects, areas, ...?
How do you want to label them (with text?)-centered in an closed pline, along the pline, aligned with pline, etc.
 
same question for sections; and are you just placing text/notes?
