How can I make a draw, that in the model side would be at coordinate and in the layout side would be aligne with the paper

If I rotate in the layout, will rotate in the model to. Confused
 
help me

Rotate just the view while in lalut mode (paper space).
 
you can use "mview" "twist" command; or restore a rotated UCS within the viewport.
