I've had similar problem, everytime I've switched between layout and model or different viewports, modelspace view was regenerated and everything got small (just like I was using ZOOM all). In my case setting UCSFOLLOW to 0 solved the problem.

erm yes i have checked the layers and there all on and set the UCSFOLLOW to 0. the problem is when i paste the plan into the drawing anywhere and do zoom all or extent it will zoom in on the plan, but if i paste the plan at 0,0 and zoom it gets smaller??? the problem is i need to paste it at 0,0

Have you tried to paste it @ a different location and then move it to 0,0?
Also, you might have something hanging out of normal view. After you have zoomed to extents try to zoom a bit further out and then try erasing all around the outside of the plan you might find that there is actually someting out there causing the problem. You said you want to insert a new plan into a drawing, are there any entities in the drawing before you do inserting? If the answer is yes, you need to make sure the location\coordination (x,y) between both of them when inserting. Possibly the location between them is too far away, so their view become to small because AutoCAD interface want to show us whatever entities within the drawing.
Or, alternatively, try insert your new plan into a new drawing. Let see what will happened.
