Ok, what software is available to design traffic signs? I'll start with:

UK - KeySIGN and Signplot.
Eire - KeySIGN Eire.
USA - SignCAD and TraffiCAD.

Any others for other countries, as design rules vary from country to country.
It's CAD. What does CAD mean? It means KISS. What does KISS mean? Keep it simple stupid.

For Czechia and Slovakia you can use an extensive dynamic block library of traffic signs "Dopravni znaceni":
