How can I work acad r13 on a new vista machine than has only usb port yet acadr13 is looking for the serial or parallel ports

Sorry - there is a long history (10 versions) between the old AutoCAD R13 and the newest OS. There is no compatibility.
Either downgrade your OS or upgrade your AutoCAD.

You could buy a parallel port card from your local computer store and install it into a PCI slot on your computers motherboard.
