Layer Tools in AutoCAD 2010 can be found under the heading FORMAT on the drop-down menus bar.

If a feature that was in a previous release of AutoCAD is not available in a newer release then it has been....

1. Removed
2. Relocated
3. Dropped but not forgotten (some commands are made available only at the command line.

I've never heard of a feature being taken from a previous release and somehow installed in a newer release unless it was a lisp routine.
