You want to change a column to a row in a table?

Interchange the column within it?  You want to change the position of the column within a table?  The column is in the wrong place?

Well I know you can insert and delete rows and columns but I don't know if you can drag a column (or row) from one location in the table to another like you can in an Excel spreadsheet.

You can use Excel for advanced editing of AutoCAD tables - like transpositions (columns-rows) and swapping columns. AutoCAD can export tables to Excel and you can copy/paste tables from Excel or use Csv2Table (see Download) to import Excel files.
