To draw a line with a slope of 0.5% you will have to draw an horizontal line of 100 followed by a vertical line of 0.5 in your units that can be millimeters, meters, inches or whatever you want ( no units required ).
Then you joint the submit of the vertical line to the extremitie of the horizontal line.
You get a triangle with the big dimension horizontal.
The angle that you get must be : 0.28647651...° ( 8 digits available with AutoCAD ).

You can calculate this with your windows calculator by doing :
0.5/100 INV TG = 0,28647651027707444870023949417134.

Eventually you can take a look at my DWG : FEET-METERS.dwg right here in the CAD Blocks library.
Look at the blocks named : SLOPE IP......... and the two dimensions + 1 angle associated with the slopes.

When working on your file you can set an UCS conformably to this new "horizontal" and eventually use the command PLAN with or without having set UCSFOLLOW to 0 ( zero ) or 1 ( one ) to have your drawing horizontal at the screen.
Ask for more.
