What is the quickest and easiest way to convert a PDF File to either a DWG File or DWF File. Thanks

Isn't it obvious?  A conversion program but be aware the results may not be to your liking.  Some programs are better than others.  Those that you have to pay for will probably better better than the free ones.  You could always do a PDFATTACH and trace over the image.
