The Annotation scale bar has disappeared in Layout tab, and in the other Tab, i am unable to set scale, the up and down option is not available, do not know where it has gone.  Everything was working fine before.
In 2 of the Layouts the drop down arrow to set scale is not showing up, please help.

Did you try closing and reopening AutoCAD?

Did you try changing your workspace?

These things just don't happen all by themselves why you are sleeping.  Did you something out of the ordinary this time round?
