AutoCad Lte 2009. If I were to upgrade to a newer version of
AutoCad Lte, is any particular year or version considered by users to be a best buy related to performance or user options?

Technically speaking you cannot "upgrade" but you can go out and purchase the latest version which would be LT 2015. Figure somewhere between $900-$1200 if you decide to do it. Other versions of AutoCAD, ex. 2010 through 2014, cannot be legally sold per the AutoDesk EULA (End User's License Agreement).

Addendum to John's comments, I believe your only option (other than migrating away from Autodesk) is upgrade to 2015. Per Autodesk site: "To qualify for an upgrade to a 2015 version, you must be moving from a 2009 or more recent version." (Novedge offers upgrade for $814).

Upgrade policy depends on the local policy. Sometimes Autodesk allows upgrade from older software (they call it legacy, if I'm not mistaken) in promotion program.
I suggest you to contact a local reseller to help you with this. Autodesk may have this program in your area because they will no longer allow old version to be upgraded in Feb 2015.

I did upgrade from ACAD Lt 2009 to ACAD Lt 2015, and it has many
new and very good features. It is a big improvement. I also use DATA Cad 16, and ACAD Lt 2015 is superior to the full DataCad 16 professional. The only item that ACAD Lt 2015 lacks that is very useful in Data Cad 16, is the ability to select a symbol (entity), copy the entity, and place it at a new location and rotate using the mouse. And the ability to do this repeatedly at different locations without entering any new commands. I miss this option. But I only do 2 dimensional drafting. (electrical engineer) . The full Data Cad 16 professional is capable of 3d drafting, while ACAD Lt 2015 is only 2 dimensional. In this regard Data Cad is better especially considering the price. If anyone knows of an option in ACAD Lt 2015 that allows repeatedly copying, rotate, and place symbols at different locations, please let me know.

In AutoCAD LT, it is only a question of making a menu macro with requested settings. There is e.g. a move-copy-rotate function (similar to MoCoRo in full AutoCAD) in CADstudio LT Extension.

Thanks for the info. Yes CADStudio Lt Extension does have the equivalent (MOCORO) option. But I don't believe it is possible to create (MOCORO) with a menu macro.

There is only a limited offer of AutoCAD LT add-ons as it does not contain programming API to develop add-ons. You can find a couple of block libraries, menu macros and drawing automation tools based on the DXF format.
