That would depend out what is being "constructed"?  Is it a house?  It is a sanitary sewer?  Is it a...?????  I could think of hundreds of things that could be "constructed" couldn't you?  How about giving us all a hint?  One hint should do it.  More is always nice.

[I don't mean to rain on your parade, but this is entirely beyond the scope and purpose of a web forum like this.  The question really has nothing to do with CAD, except for CAD software being one tool with which you might put those General Notes into a drawing.  It's like posting a question here asking how many toilets you need to have in rest rooms you're drawing.  The "answer" in a particular situation depends on the building type, occupancy type, local Code requirements, whether the documents will go out for bids or will be used by a Contractor experienced with the building type, etc., etc. -- far too many determinants of the answer depend on far too many considerations entirely outside CAD-related concerns for anyone to be able to give you a meaningful answer here.]
