Q - question

How to make a hypertext link from a drawing to another drawing or document?

A - answer Use the HYPERLINK (Ctrl+K) command and in the Link URL field enter the path to your external document (another DWG drawing, DOC, XLS, PDF file...) - e.g. a network path. You can add an explanatory description in the Description field.

In your main drawing you can then move your mouse over the object with the attached hyperlink - you will see a different cursor and if you right-click on the object, you can use Hypertext link/Open from the context menu.
