AutoCAD 2006 cannot open a drawing with raster image from AutoCAD 2007.

A - answer AutoCAD 2007 (and the verticals based on it - Map3D, Civil3D) has much broader support of raster file formats. You can use new raster formats like ECW, MrSID, JPEG200 and it also supports more sub-versions of the TIFF format (see Tip 4001).

If you open such drawing file with an attached raster image in an older version of AutoCAD, it may not support this specific raster format and does not load the picture (it is not related to the conversion of the DWG file format).
