Commandline version of -MAPIMPORT does not offer DGN format.

A - answer The non-dialog (line) version of the MAPIMPORT command for importing GIS data from foreign formats offers only these options (file types): FDO_SDF, ARCINFO, E00, SHP, FDO_GEN, GML, MIF, MAPINFO, IGDS, DNF, SDTS, VPF.

If you miss the DGN format - it is hidden under the name "IGDS" (Interactive Graphics Design Software). This is the original file format which was used to define the ISFF (Intergraph Standard File Format), and DGN is based if ISFF.
