Cascading precedence of rental licenses.

A - answer If you combine permanent and rental (multi-user subscription) network licenses on your Autodesk license server, the license cascading mechanism tries to prefer the rented licenses. Subscription licenses of the same (or cascaded) product take precedence when issuing the next free license in such mixed environments. When rental licenses are depleted in the license pool, permanent licenses are issued - following the license cascading rules (i.e. "cheaper first").

Do not forget you can disable license cascading by setting the environment variable ADSK_CASCADING_OVERRIDE to 0 (versions 2016 and up).
