Q - question

Missing constraint "perpendicular" in 2D sketch.

A - answer You are drawing geometry in Inventor 2D sketch mode and the perpendicular and parallel constraints are not applied. The "Inferred Constraints" icon (toggle) is on.

Your constraints are probably off. Using automatic (inferred) constraints when drawing sketch lines is controlled by the "Inferred constraints" icon in the Sketch > Constraint ribbon:

Enabling constraints

But the individual constraint types are set in the "Constraint Options" dialog. In this dialog you can filter, which specific constraint types will be applied during sketching. You have probably switched off (unchecked) the perpendicular and parallel constraints. You can run this dialog by right-clicking in the sketch environment and by choosing the the function "Constraint options".
