Q - question

PLAN view without zooming.

A - answer When switching to a plan view with the PLAN command or with ViewCube, AutoCAD performs a zoom to the whole drawing extents. This may be inconvenient on large drawings (e.g. in civil engineering) as you usually need to re-zoom back to the original detailed view.

In these cases you can use the Express Tools command EXPLAN. This command will switch to the plan view and returns to the original zoom - performs a zoom which approximately equals to the original 3D view. Just respond with 2 [Enters] to its prompts.
