How to concatenate two strings in DIESEL?

A - answer You will need no special function to merge (link) two strings - just write the two strings (or string functions) together - e.g.:
$(getenv,MYVARIABLE)isOK
returns (assuming that the value of that variable is e.g. "VALUE"):
VALUEisOK
