How to add ALIGN functionality to AutoCAD LT?

A - answer You can add the function similar to "full" AutoCAD ALIGN command to AutoCAD LT using the following macro (add it to a toolbar):
^C^C_select;\_move;_p;;\\_rotate;_p;;@0,0;_reference;@
You can also use CADstudio LT Extension add-on with ALIGN implemented in DIESEL.
