What is the difference between a block library in DesignCenter and in a Tool palette?

A - answer The usage is different - inserting a block from AutoCAD DesignCenter is a standard insertion to the current layer, in a unit scale. Dragging a block from a Tool palette in AutoCAD 2004 can use many preset insertion parameters (layer, scale, rotation, color, linetype...).
Similary a fill applied from a Tool palette is a single mouse move, while a fill from the Hatch command means about 8 mouse clicks.
