How to convert a DWG file to PDF without AutoCAD?

A - answer The most reliable way to print/plot a DWG drawing to PDF without AutoCAD is to use the free Autodesk DWG TrueView viewer/converter. DWG TrueView 2007 (and 2008 and higher) supports also plotting to the PDF format (just select the printer/plotter: "DWG to PDF.pc3").

So you don't need to buy or download any special CAD utility anymore...

Autodesk DWG TrueView can be downloaded e.g. from Download
