How can i make this?
someone can teach me?

A block library is simply a collection of blocks usually subdivided into categories for ease of finding and using. Example: A block library for someone in the field of chemical engineering might have a master folder called Symbols. Under this folder would be sub-folders for such things as Instrumentation, Valves, Computer Control, Equipment, Piping and Labels. Each of these folders will contain the actual blocks which are just .dwg files. Example: The Valves folder might contain block drawings of a ball valve, spring loaded valve, plug valve, check valve, knife gate, gate valve, etc. Do you understand?
Blocks are created in AutoCAD and normally done so on layer "0". That way, when they are inserted on a particular layer the block takes on the properties of the layer (color and linetype).
To create a block for use in more than one drawing I would recommend the use of the WBlock command. The WBlock command writes the definition of the block out to your hard drive in the form of a .dwg file. Example: A block of a manual ball valve might be named BallV.dwg.
Blocks can be brought into a drawing using the Insert command, dragged and dropped via the Design Center, or dragged and dropped from a custom Tool Palette.
Your AutoCAD User's Guide can provide you with more information about blocks and their use.

if i use another company drawing,
how can i management the block library for this company drawing become my block library.

Either create a custom tool palette and drag/drop their blocks onto it or use the Design Center to drag the blocks from their drawing into your drawing.
