This doesn't occur in all the files I work in just one.  The arrows (made as blocks by me) show up unfilled in model space yet show up filled in paperspace.  Anyone have an idea of why this happens.

If the arrow you are using is a block object, I would check to make sure that the objects that make up that block do not reside on a layer that you might have frozen through the viewport and that if you are using a hatch object to fill in the circle that you do not make that hatch annotative
