What did you expect when you are trying to get a program that was released nine years ago and you are attempting to run it under the latest OS from Microsoft?  Bottom line: it's time for an upgrade.

Windows 10 doesn't support Land Desktop anymore. You either need to use Windows 7 to use land desktop 2009 or upgrade to Civil 3D 2016 and use Windows 10.
