You don't connect the spot elevations per se rather you interpolate between them to create the necessary contour interval.  What contour interval were you planning on using?  It appears the spot elevations range from 90.74 to 99.49.  Ignore the spot elevations for the finished floor (99.26 & 99.24) and ridges (119.22 & 119.28).  I reckon a one foot contour interval would suffice.  You can find instructions on how to manually interpolate contours online using a simple search."Contouring provides a method for converting “spot” information into continuous surfaces represented
with contour lines. The contour interval is the z-value difference between each line. Spot elevation
data are represented by x,y,z values that are used to interpolate contour lines between points."BTW...the dimensions and elevations are in decimal feet and inches.  They are not metric.  The dimension 12.7' is equivalent to 12 feet 9 inches.  The spot elevation 98.25 is equivalent to 98 feet 3 inches.

Thanks, But I don't know how to connect manually and how do you know the 1 foot interval.Sorry Im just a new doing this contour lines. Because I want to create an Elevation so i need to project this point vertically so I can create my 2d elevation such as Front and side etc.

The procedure for determining contour intervals between spot elevations is called.....INTERPOLATION.  Do an Internet search.  You will find several links, if not more, that explain how to do it.
