From your AutoCAD Help file re: DIMSCALE.Sets the overall scale factor applied to dimensioning variables that specify sizes, distances, or offsets.Initial value = 1.0DIMSCALE can be set in one of two ways.1) At the command line.2) Dimstyle > Modify > Fit tab.  Scale for dimension features > Use overall scale of: < user value >

Except when Annotative dimensions are used.  Then DIMSCALE will reset to "0" and cannot be set to any other value.Dave.

I wonder if the OP even knows what annotative scaling is.

I have my doubts.  I've never reset DIMSCALE myself!  I only use Annotative scaling anymore unless I'm in an older drawing.  Then I'll stay with sizes that are consistent with that drawing.
 
I know where many of these questions come from however, and can sympathize with the feeling.  Wrapping your head around how all the AutoCAD parts and pieces fit together in the begninning can be daunting.
