I need to make that when the blue part turns round 360º, the grey circular one turns too, but only when the two of them get in contact. Can this be done? How??

Necesito hacer que al girar la pieza azul 360º la pieza gris gire también, pero sólo cuando está en contacto con la azul.
Puede hacerse?
