After constructing my model space. I opened a new layout and inserted the viewport.  I then scaled the drawing to 1/4"=1'.  But now when I try to draw something in this layout the scaling is off by a factor of 12.  How do I get the scaling of my line to match the scaling of the drawing?  Would really appreciate some help.

The scale factor 12 indicates a possible conflict between feet/inches. Check your units settings and the viewport scale.

It is actually off by a factor of 48. I have my viewport scale set at 1/4"=1' (factor of 4) and the factor of inches to feet is 12. 12 x 4=48.  I don't know how to fix this though. My drawing units are already ajusted to architectual inches.  How do you adjust the viewport drawing scale?

Thanks

This is why you should never scale your drawing.
Always draw at full size 1:1.

Take a look at this tutorial which explains a little bit about layouts and viewport scale: http://www.we-r-here.com/cad/tutorials/level_2/2-8.htm

My model space is drawn at 1 to 1 scale.  The problem is, I want to draw on my viewport ( I know the tutorial says not to ). I'm basically trying to use the viewport like you would use tracing paper.
I'm basically trying to use the viewport like you would use tracing paper.
I don't understand why you would want to do this? Just draw in model space at 1:1 and save yourself the headache of trying to draw to a scale.
