Hello rob-held, I don't know about Civil 3d but maybe this is for you, read all the Tip and not only the tittle :Tip 11511:Assigning elevations to 2D contours (isolines).P.S. Maybe the tip won't solve all your problems.

Yes, it is possible.First You open this DWG points in CIVIL 3D.Then select surfaces in tool space - right click  - creat surfaceSurfaces - surface(name) - definition - drawing object - Right click - AddThen Select these points.Surface will be created
