Yes, you can use the HPGAPTOL variable to increase the hatch tolerance to "gaps" in the boundaries.

Try changing the hatch gap tolerance which is normally set at 0.00 to something much higher.  The max setting is 5,000.  At 0.00 a boundary would have to be completely closed which you state is not the case with your drawing.  Are you using OSnaps to make accurate picks or are you eye-balling where two lines meet up?  If you aren't using OSnaps then that is just sloppy.
