What exactly are you attempting to do?Do you want to create, insert or xref in a title block and border?Do you want to create one or more viewports? What do you know about creating and using viewports? Was everything you drew back in model space done at full size (not done "to scale" like on a drafting board)? Are you working in metric units? When you did your drawing was it done using metric units? We are going to need more information from you.

Right click on your Layout tab and select the From Template option to insert your title block and border.Viewports are created with the MVIEW command. You are using a metric template when you start a new drawing aren't you?

1. Can create a title block in separate CAD file.2. Go the current file, click on layout, set the sheet layout setting by right clicking on the tab and setting its sheet size properties and plot styles.3. use XREF command, browse the title block CAD file, and attach the drawing. 4. using text attributes in the current title block file for editing drawing names and numbers.5. use vport and create next viewports and select their appropriate scales.6. adjust your drawings and details within the same viewport or you can create multiple viewports within the layout.
