Is there a way to insert a jpeg image in to your drawing file to be included in your layout, along with drawings, to be viewed and plotted ? 

yes, there are several ways to do this - see e.g. the tips 871 and 7678

Try the IMAGEATTACH command.  It's use is covered in your AutoCAD Help files.

Remember, there are differences between the various methods of "inserting an image".
