As long as you have a dimension you can SCALE using the REFERENCE option it could be very close.  No promises though.

Let's try something else first.You do have dimensions on the plan you are scanning and importing right?When you bring the scan into AutoCAD invoke the DISTANCE command and measure the distance between the two same points.  Note what AutoCAD says the distance is and compare this to the actual distance.  Then, using the SCALE command, scale the image up or down accordingly.  Remeasure.  How close to the actual (known) distance is the result?
