Make sure the "Z" value of your text is set to "0".

The DWG To PDF.pc3 driver in AutoCAD is notoriously BAD!  At least in my experience.  If you really want to create a usable quality PDF from a drawing I suggest you take the separate step of printing/plotting/publishing first to a DWF.  Then from within Autodesk Design Review print that same file to a PDF.You'll see dramatic improvements.Dave.
