Is there a way to send a drawing in dwg format where the reciever is unable to make changes to the file. I am having problems with copyright and need to be able to send drawings without the reciever having the ability to change the drawing in any way.

I know that is not posible. There is a way to put a password but I think you want an option to not be able to change something.... just to see what you have made.
I'm interesting to this option too but I think there is no option for this.
If you have the option that to not send a dwg file, you can make a pdf but other ways I don't think you have this option.

CADVault from CADLock.com can solve most of the copyright/DRM issues in DWG files (including that mentioned above).

why not to use different format? Let say dwf or pdf?

How about raster image.
Plot your drawing into raster image and add it as OLE in dwg, or just send the image to others.
